Why should the outlet mall get these free  
customers  plopped on their lots while these same 
possible  customers are virtually  excluded by the 
nature of the setup from  going 
downtown  Gettysburg?

The Outlet Mall has plenty of parking, and the Freedom Transit can take  
potential shoppers downtown.  Nobody is excluded from going downtown.   And 
the rides are free.
